You have to upgrade to copper before you can do steel but you can do the tools in any order. Like you can upgrade your pickaxe all the way to gold/iridium before you upgrade any other tool to copper if you want

Hiya! To do thje mines, I'd really recommend doing a few levels at a time earlygame - wait for luckier days, but also go in when it's raining. if you do them bit by bit, you'll slowly get enough copper to upgrade your pickaxe, which will speed things up for you.
