The ones you get from the bulletin board outside Pierre's are completely optional. If you can do them easily enough, then go ahead. If you can't, don't worry about them. There is no penalty for not completing any quest.
The ones that have no clock icon on them have no time limit and you can do them whenever. And later quests you get from certain places will repeat, so you can do them again if you failed the first time.

No need to stress yourself on the quests.

The strategy is to wait until the TV says it will rain the next day. You water your crops, take the can to Clint, the next day it rains, then you pick up your can the day after that and water your crops. No interruption in watering.
