You'll get plenty of seeds cutting down trees. And clearing out the stump clears area to grow more trees. Stumps are dead areas that grow nothing. Fully grown trees will drop seeds, which you can pick up with a hoe and plant where you want.
Leaving stumps is a bad idea.

I've never had a seed shortage, even in early game. XP is an irrelevant consideration. You're chopping down trees for wood, and stumps give you 4-9 pieces of wood that you're just leaving there for no reason.
