as i understand it, fury's burst was mostly pressing odyns or whatever it was called at the time so it didn't require ramp or setup just make add explode. sub's burst for tww was much more ramp heavy so it kept it safe from heroic. obviously now it requires less setup, but i think that requiring coup prepped to really have insane 3gcd burst will hopefully keep it from getting nerfed
