It's all for synergy. Shrouded Suffo a prio mob, rupture it, shiv to spread the shrouded suffo garrotes and rupture on everything, CT, BE the smaller Shrouded Suffocation garrotes, ruptures and CT.

One SS turns into multiple small SS, that you can them burst down quick with BE

But then you can't abuse it because SS only works from true stealth and Shiv has a 25s cd compared to BE's 12 seconds.

Then you can mainly focus on your prio target, while also doing decent damage to everything else around you instead of being stuck reapplying bleeds to everything whose energy you then "funnel" on your prio target.

I wouldn't worry about specifics while leveling, just slap the higher ilvl in the slot. Also, highly recommend sub for leveling. Makes life a lot easier because you get some burst & if you spec into soothing darkness you get a passive heal

Yeah sub's burst is a lot better than assassination's, especially while leveling. Try this build out, the heal should keep you in the fight for longer and minimize downtime inbetween killing stuff. If not swap it out for cheat death and save vanish for an "oh shit" moment. Leveling as a rogue is usually really tough because you don't get the full kit until later levels
