The short answer will always be simming yourself. We do not recommend stat weights, since it only adds stats, and doesn't reflect the loss/gain of actually changing gear. Top gear allows adding legendaries with specific stats at the top of the page. Droptimizer is a powerful tool if you have premium that will show you potential upgrades at given item levels (this is useful for valor/conquest pieces). You can also do your in game /simc with the great vault open to automatically add your options to your import. If you don't know how to sim yourself, wowhead has a guide, which can be found by using the command !simguide.
