Yeah weakauras will show you have thebuff but the duration will be "correct" in that if it says it lasts 2 seconds, your weakaura will show a duration of 2 seconds and tick down accordingly, but remain triggered at 0 progress till it fades

It was always less-noticable as sub though - because usually when you're coming out of dance you're doing it on a finisher (that doesn't have the cock block problem). But if you did screw something up and happened to be coming out of it on a Shadowstrike, you got cockblocked just like we do now on Ambush.

The reason subterfuge staggers is because u are spellqueuing a spell u can't cast, so unless your spellqueue is 1000ms or you use dance as if it was ongcd then it wont happen
