if you make the rings strong, you're just telling people that they need to go farm it after they already progressed 10.0, to get them for the start of 10.1 to be optimal, so you can prog week 1-week 2 with it, but not too strong cause if they're strong week 1 in raid and they're doing dumb damage and can be used for any extended period of time, blizzard also already said that they would nerf them because they don't want them to be strong.

So it's a ring that isn't allowed to be strong for new content, and isn't relevant for old content which is already cleared, and a lot of people have been shitting on the required world content for the greater part of a decade now

And even in cos, you can go docks and kinda blast some damage.
