e.g. if you hit blasters dair and want to chasedodge to the right, you would chasedodge right then hold left to cancel the momentum for the dair to connect

Brawlhalla is fully cross-platform @severe plaza, so you likely are playing with switch players at times, I think out of the available platforms though it's a smaller percentage so you're less likely to encounter them
There's no way to filter out platforms, so you're going to be playing against players from all platforms regardless, same as everyone else, I'm not really sure where the annoyance comes from
if there's specific players you want to play with, switch or otherwise, I'd suggest creating a custom lobby for it and having them join

It's hard to say exactly how you should practice against that in 2s other than just playing more. Make sure to be aware of why you're getting hit by the spammed sigs, such as if you lost track of the second opponent, you were focusing on a team combo, your landings being predictable/trying to land directly in between the opponents when they have stage control. If you and your teammate hold the ground of the stage, it's a lot harder for your opponents to use signatures in an effective manner, so don't just chase way up into the air or offstage if you have stage control, because then you're just giving it up and giving them more opportunities to hit sigs

2s go brr is how most people play, but at a higher level, people start being more coordinated and you often see less chaos than in the lower ranks. You still need to know how to beat the chaos though in order to get to an elo where the enemy teams are controlled
