in experimental however, nothing is guaranteed, but you usually get people of your elo, and at times higher elo players

general tips i give to basically everyone i coach

1. be unpredictable (avoid doing the same thing twice; always change up your options for everything, e.g. vary combos, etc.)
2. avoid using attacks/signatures that can get you punished easily on miss
3. approach with movement rather than attacks (using a move puts you in active frames that can get you punished, but movement is much more difficult to punish)
4. (once you get the hang of things) always be moving quickly. the faster you move, the more unreactable you become and the harder it is for you to get hit
5. pay attention to your opponent. find patterns in their gameplay and figure out a way to punish them, e.g. against sig spammers you should wait out + outspace their attack then punish them for missing
6. use true combos and dodge reads to build up damage as opposed to using sigs or one-off attacks
7. learn dodge reads so you can catch your opponent's dodge to build up damage
8. if you ever get confused about something, look up a tutorial on it or ask for help rather than just not bother learning it

When I think of beating axe, I mainly just think of punishing any attack. It is a fairly slow weapon, and a lot of its attacks come in two (swings). To counter it, I recommend taking advantage of backdashes, as you can very easily counter its slow swings, you do just have to be careful for the lunges though. Hope this helps.
