I don't know if anyone has experienced this before but i have some unusual input lag in ranked, first of all i never lag in experimental only in ranked, secondly i only have input lag against specific opponents, it's either i always have lag or never lag depending on who I'm against, and whenever i lag it seems that my opponent also lags the same way, so it can't be an issue with the devices or connection.

Again the type of lag is mostly input lag with some stuttering

If you feel you're having input delay if you're on PC I could suggest some launch options/general improvements that may make your game run better, as well you can always try in training mode as that eliminates network delay to see if it feels better there.

Recovery frames exist on all moves, you cant instantly attack/act out of some moves but it shouldn't really feel extremely sluggish, just pretty natural but it does depend on the move, naturally signatures have longer recovery time than light attacks, getting used to the recovery frames of an attack (basically the cooldown of when you can act after attacking) is pretty important but it shouldnt feel too limiting on a lot of light attacks

The buffer as we call it is a thing yea, I believe its 2 frames, generally you wont really "queue" attacks/actions but more it just exists as a little help to if you mess up the timing by pressing too early

First I would make sure you're not having super bad input delay cause of network by testing in training mode, then if you're on pc i'd see if its any better with the %techtest -u (see below) and with the -framefixunbounded OR -framefix launch options (more info below as well) as they can make a pretty significant difference to input delay, if you're console then thats tough luck but imo the game shouldn't normally feel very unresponsive, but you could just be messing up the timing of moves especially in combos specifically, that will just get better as you get better
