So I got a quest to defeat Sylvanas Windrunner in Sanctum of Domination, but I can’t access the other three levels(?) yet, only the first one called The Jailer’s Vanguard. How do I unlock the other three?

I have now gone through The Jailer’s Vanguard and defeated The Tarragrue, The Eye of the Jailer and The Nine. Do I have to complete specific quests or earn renowns to unlock the rest of the raid?

what you're looking at is the LFR(looking for raid) difficulty,which is the equivalent of using a bike with the safety wheels,the quest can be done on normal and heroic difficulties too

but you'll need to find a group for those 2,in the same menu you access raidfinder,if you go to the tab under it "premade groups" then "raids-shadowlands" you can find groups for normal there,

the Looking for raid wings open up on a weekly to bi-weekly bassis

you can check the ingame calendar,the 2nd wing will be available on the 28th
