Well, I'm afraid I haven't played ESO so I don't have direct comparison. But animation cancelling is not a thing in WoW. All your abilities are ready to use the moment they are off cooldown. Most abilities trigger a very short global cooldown during which you can't use any other ability and there is nothing really that you can do about it. If an ability doesn't trigger a global cooldown, you can use another instantly, or even write a macro to cast multiple at the same time.

Animations are purely cosmetic, and your damage output is limited by other means (like cast time, resource management, standard cooldowns or global cooldowns).

Well, cosmetic maybe except some projectile-based abilities (fireballs etc.) that deal abilities after they travel from you to your target. But barring extraordinary circumstances, they always hit, and even follow their target like a homing missile if they move from their original spot.

The weekly callings give renown, callings in general aren’t required they give like 2k gold and rep so you can do those if you want, weekly anima quest and saving souls from the maw are advised and then when it comes to the weekly pvp and pve quests they are optional for honour/conquest, tho the weekly pve quest sometimes rewards heroic raid gear

For the most part the dailies are just for anima, rep or gold so they aren’t necessarily important

I've investigated your quest history and it seems you just need to continue on with the questlines you have available in Aszuna and Suramar. Specifically ARchmage Kalec should have a quets for you in the Hall of the Guardian that tells you to complete **the Defending Azurewing Repose storyline in Aszuna. **

some mobs for quests depending on your class can sometimes be a little difficult, maybe it could also be a group quest (that usually suggests more than 1 player)?
if not you could probably get some cheap pieces off of the auction house that are inside your level range
another way is maybe doing some other quests first/move on and skip that one
