i feel ya. I had that issue ALL OF S4. Seriously. The only way I got it fixed was to get a new modern router and modem from my ISP. Thankfully it was free, and I contacted customer service so that they can update the firmware on their end.
I hope that's not the potential fix for you, but that what it truly fixed for me.

i think the thing that caused this is bc he used an invis nade instead of active, and the game registered the initial pink smoke it makes from throwing as a smoke cloud.
so, while thermal makes you able to see through smoke it doesnt highlight players. so maybe this was just a bad combo of invis + fake smoke

if I'm correct, i would moreso call it a (unintended?) feature due to the code for treating any kind of smoke the same, as opposed to being more conditional. i personally am unsure whether or not this needs a rework since the case you went through should happen very rarely, and best case even enable some interesting invis nade tech. maybe just decrease the radius and/or timespan the purple smoke disables thermal in.
or I'm completely wrong and this is just a straight up bug. nothing more nothing less. but its really hard to fix a bug if you have no idea how to trigger it.
