Admittedly I haven't been considering that the order the images are layered to achieve 49x49 affects which pixels are visible.

I've been playing with ordering the layers. Based on Smashel's work the arrangement I have only has one layer with a pixel in the centre, which would be handy for denoting which one is on top.

Not got it aligned yet, but here's the order:

Setting the QR-Code version to ver. 8, and rotating the QR codes to match the relevant corners.

Without flipping any of them, there's only one way in which they can be arranged that I can see.

The trouble is for this to work, two of the codes should be 24x24, but instead they're all 25x25. This would be fine if you overlap them. A clue this might be the case is that two (the top right and bottom left) are missing the centre pixel.

The bottom right one is the awkward one. The border of the centre square doesn't align, and if you shift it so that it does then the square to the right doesn't.

If you try to lay the top right piece over the bottom right, you lose the centre pixel of the middle right square.
