When I first watched I thought it was just an effect done in post to catch the viewers eye for the zoom in. But if you look at the windows in the back on the skyscraper the shimmer is reflected, unless someone went in and manually painted reflections too lol.

Gonna gush again for a second about the attention to detail. When you pull the lever on the lever action shotty your character does a flourish where they spin it, super fast but for a single frame you can see that during the spin the firing chamber actually opens up and loads another shell. Something you will probably never see in game because of how fast it is but the detail exists and it's just so neat.
