The fact that they've been working on Light's spec for a while leads me to believe it's going to be one of two things.
It's either going to be something that manipulates the environment in many ways (like how every single building on every single map has walls that are broken up into segments that demat can take chunks out of them) or something that is very reliant on map layouts and takes a long time to program. Something like a decoy that actually moves throughout the map like one of the new bot players they're adding would absolutely fall into that second category, as they would have to train it to follow preset paths and respond to pings to prioritize objectives.

dash is incredibly strong in 1v1's which is what light was designed for specifically, picking off single targets away from the team.
if you fight with a team then a light will be forced to use dash to disengange or survive, the scenario you mention where a light can just dash 3 times while shooting will get them killed in a teamfight 9/10 times.
stay with your team and if there is a really strong light, run gadgets like glitch mine or explosives. it's really easy to counter but people just want to complain for more nerf because they can't bother to adapt
