the purpose is to hit and run, you have the HP of an insect, the mobility of an actual bird and the damage of a speeding train, the mobility means you can easily get to positions that give you the advantage and you can chase down fleeing opponents with ease, the damage means you can shred someone if you catch them off-guard, but the HP means you have to be ready to dip immediately and regroup with your team, because if you die before killing anyone your team is suddenly at a massive disadvantage, and chances are your statue is not in a great spot in terms of reviving

in casual gamemodes, if you're good at light, your damage output can get you 20 kills, but in a fair matchup your health disappears so fast that you barely have time to react once you are getting shot at, which is why Jammy is complaining about lights being stupid, they think they can just go in, wipe the entire enemy team and then get out, but again, that is only possible if the enemy team is that much worse, which is not the case in ranked
