this is normal, it's because there is a massive amount of lighting data that has to be calculated and loaded into memory every time you launch the game, that includes literally everything that is visible in 3d, like the entire maps, and those maps are actually massive compared to most fps games. In older seasons, you could only access the menu after preloading shaders.
