The reason its so good especially in the highest level is aside from being the absolute greatest dueling tool in a videogame it also has the ability to move the cashout station basically anywhere making it the best manipulation tool as well, the only spec that can almost do it better is goo gun but it loses the insane dueling ability of winch

heavy has the most HP in the game and win almost every ttk race up close. The drawback is that heavy is slow and has low range so he is constantly a threat but not unkillable. winch reduces that downside by a signigicant amount. on top of its inherent value, its incredibly easy to hit, goes through shields, stuns, stops steals, moves cashouts, and has a low cooldown.

Winch just kind of does everything, if you use it right you will be effectively unkillable
