Generally yes, they throttle hard once they hit their max operating temp, but adjusting speeds to maintain a specific temperature is very much a software dependant thing

newer cpu it can depend. this is a 9 year old mid range cpu
overclocking these gives a pretty decent performance boost

the base speed is 4.3 ghz and clocking it to 4.9ghz gives a good 15-20% boost
which is pretty decent

graphics cards are also kinda mostly at the highest clock speeds they can get but even my 4060 can oc decent for about 10% more performance
it's free to do so why not imo.

Probably one of the biggest reasons is that you don't get satisfaction of progression if your opponents get stronger as you do as well. But also there is the fact that the player pool will be smaller and queue times will be longer.

and do note that players with different gear levels kind of balances itself out. If you have weaker gear than your opponent you are less likely to win, but you stand to gain more and lose less.

This is only really stops working once the gear difference is so large that the weaker player has very little chance of victory

Personally, I’m not a big fan of extraction shooters, mainly because their reward factor is probably the worst among all multiplayer genres. You can spend hours or even days gearing up your character, only for a player with lesssocial life but equipped and armored like a W40K Terminator to camp the extraction point, waiting to hunt down beginners and inexperienced players. A gear-based matchmaking system is a good thing againts that... in my opinion.

The game launched twice as fast, my cpu usage reduced and I got more stable frametime

The moment they reverted me to EAC in season 8, performance got messed again.
