Look I'm not here to argue about the design of the weapon itself. If it was nearly as oppressive as you make it out to be then it wouldn't be considered a bad weapon.
It's probably servers being themselves making the weapon seem more oppressive than it actually is

Moving on:

For general uses goo grenade can make creating space for the riot easy
Mines when your cashout is setup or just camping in a room while being chased can also make dealing with them easier

Class specific:

-medium you can use bounce pad to swat the annoying riot away as well as play around the bounce pad so they have more trouble approaching you
-demat can also make running from riot alot easier, whether using walls to run further or dematting the floor beneath enemies to make the go away

Heavy is pretty easy to kill with riot since you're fat and slow and don't have many ways of running away
but for the ones that do charge and slam can just demolish a riot shield or help you create space by charginging in the opposite direction.
Goo gun spamming them also does this too if you use it
RPG also goated since riot shield has to commit to blocking to block the damage (which they almost never do)
Lockbolting just shuts down their approach and you can do what you want especially since it has a shit ton of health

As for weapons Flamethrower, MGL, hammer and to an extent spear are easy wins against a riot

cl-40 is another direct counter cause again, they can't passively block explosions

pike with good aim is pretty much the same. shreds at long range while also being decent at close range for being a fkin DMR
cerberus still absolutely fks M and L at close range, even after the recent nerf
