Gear does not affect the ability to do quick exploration or the exp you gain from it, but it does affect what item can be rewarded iirc. For getting them level 80 gear, white scrip gear for gatherers, whatever combat gear you can get for combat retainers (tomes, duty drops, exarchic etc).

Typically Job Quests are contained within their expansions separately. If you have not reached the next expansion in , you need to continue the main story quests until you reach the next expansion, denoted by giant letters naming said expansion.
