If you have not reached Heavensward yet, your post 50 job abilities are locked behind quests that will not be available to you. This is probably why you do not have it yet.

No problem. The -second- Heavensward unlocks the job quests will unlock as well so you can get right at 'er. That said, they may take you to zones you can't reach yet.

Your account might already be locked to steam for PC licensing when you logged into the launcher, regardless of the download failing. Log onto the Mogstation and see if it says "Trial" or "Trial (Steam) on it if anything.
