If I must wait to recover after being attacked..
Then; You should have to wait to attack, after you move your city..

Now that it has been used against me, I can not imagine fighting a war without 'teleport when their army is nearly here, so they march home again, takes them minutes'
We were loosing the war; and I was still enjoying the game greatly. Then it came 'Rally cancelled because player X has moved their city.' Their city is now closer to our cities than the army..
Whiteout Survivor is like this.. as soon as I realise that 'City' is the fastest, stealthiest, troop carrier style unit in the game.. I begin to loose interest..
'Yep, we are under attack.. Wait until they are nearly here and teleport to them, and attack them.'
As it is a tactic that is used by others, it is a tactic I must myself employ.. and it destroys the immersion.
Yes cities need to be able to move to form tribes and territories.. But there is no reason that you should be able to attack someone within 15 minutes, maybe 30 minutes, of moving your city.
