I just found it. It's through the website in a page that can be accessed in game:

"You can report a player directly from the game by pressing the "Ecs" key to open the game menu. From there, click on "Support" and then "Report Player" to submit a ticket."

It sucks though, because you are expected to have video evidence ready when filling the report forum, and in my case, I did not know that this was to be expected. Which means that I do not own a video of the incident, so I can not do anything about it.

Even before it wasn't worth it. Unless you got a bis roll on a first try, it was always just cheaper to buy it directly from the marketplace. For the price of 1 unique reroll in the workshop you could buy most things in 3-3. Same with purple

I would say it does but it's situational. If you have just a recording of a player with no form of player name added to the ticket, so no end of match damage report or anything, it would probably not be helpful. You could always leave the dungeon, and go through the players list to get their name, if the end of match damage report didn't log their name, I haven't encountered that issue though.
