no, BUT you will have to wait for goblin recovery after you die (takes up to 3 minutes after the last player has died/left the map you were on) and it can be pricey if you run high quality equipment. if you're learning bosses I recommend buying 2-3 blue kits to juggle in goblin recovery, so you don't have to wait much and its cheaper

Fortune teller asks for the three pieces of shark (fin, tooth, hide?) as Looted.
Otherwise I think most of the water map quests that requires items can be Handled, there might be a few where you have to kill specific mobs but most of the water-map quests are related to the Navigator's quest line. Not sure if it's worth doing at the moment.
Same with the miner, most of his quests are in the Firedeep.

So take what I do with a grain of salt because I don't look into meta but I run: Arcane Hood, Mystic Vests, Leather leggings, Leather gloves, and Stitched turnshoes. Just lots of will for the initial magic damage.
When you start getting gear you'll want Phys Power and Magic Power on your staff for Heftier bonks. And then look for strength rolls on your will gear or Vice versa Will rolls on your strength gear since as wizard you already have higher will. Look for Heavy Boots. Trunk Hose, Rivited Gloves, Padded tunics. These will all give you the strength and higher PDR so you you can Live a little longer. At higher gear levels try and get Dex and Vigor as well for faster bonks. And generally you only want to use the first swing not both 1st and 2nd as the 2nd comes out too slow unless you have high dex even still I think 1st spam is just better.
Also make sure when you run rings of any rarity gem on phys power as you can roll up to 3 on each ring wich will help you alot as well.

I use sea walker for the extra will and 1 less resourcefulness not a huge deal race really but dark elf could work fine too but dex is pretty useful can always go basic race.
So for perks I run Fire Mastery for burns on my spells and bonks extra damage over time is nice. Staff master obviously because bonk. Mana surge for just 10% more magic damage and spell overload because I like have tons of spells and fireballs lol but you can swap that out if you don't want to use it for Arcane sheild because that sound pretty useful Im sure thats part of meta bonk. I never run melt because it never seemed that useful to me the idea is to just out dps them.
Spells: zap for quick easy damage also applys a burn so fire mastery helps here too, Fireball because fireball you get 6 with over load lol, explosion because fire magic and good chase damage, ignite obviously and I run ice bolt and magic missile because I have started dipping into 10 spell but you dont have to cause meditate is awesome and sitting for 10 minutes sucks lol so you could just drop ice bolt or explosion whichever you dislike the most.
