and now u add all this upgrades to many of perks, and slayer gets too weak upgrade i think. so relatively to other newly upgraded perks it still remains same weak as it was

slayer upgrade is weak cus it gives u 10 ms. check it on the informative example - if u wear a sword and a dagger (-10 ms) then all what slayer gives u is +5 weapon dmg and same ms as peoples who run same sword only. and u still not able to use armor. so u can say that it just gives +5 dmg and u lose armor

but its weak on the background of the fact that all weapons now have block and seems like u cant block with double one-hands (i was thinking that u will do it somehow, but seems like u didnt), so u cant block on slayer. which is bad, so solo one-hand is better that double one-hands by this criterion. and fighter have good perks for blocking, so its very bad to fighter if u cant block
