Out of the box: no. But what always works is giving context information (e.g. relevant code snippets) in your prompt. I'm not on top regarding tools, maybe you'll want to look at something like e.g. Promptr (the GitHub project).

Depends on what you want to do. The Copilot X preview video looks great. Copilot also is a great help if you're writing new code. For working with a codebase, I'm using a combination of CodeQL, custom scripts and the GPT-4 API.

ChatGPT is the website where you can acess some of OAI's chat completion models, the model it uses is called gpt-3.5-turbo and is one of the many models available on the API
also, the implementation on ChatGPT has its own system prompt to describe the AI's personality which users cannot change, while on the API you would have full control over that
