For tower, you seem to already have replaced Privaty with Phantom

#

For campaign, better teams don’t even use Privaty

While Maid’s AoE is just Scarlet level clear

But considering everything, if you are trapped with choosing between investing in just one of the three and neglecting the other two, the safest bet is none of them. KEKL

With equal investment, Phantom could do more damage than Quency? I've gotta retry this, but manualing Quency this time because the accuracy on auto units is debuffed
