I had this issue with lvl 10 rebuild spook at lvl 282 in the last union raid, my team of crown, liter, sbs, ssakura and alice died halfway in but rouge kept them alive so I could kill him after 2.5 minutes

I don't have any issue in surviving, clearing AI S9 requires heavy investment on DPSs and buff.

I cleared with 1 ele 0 atk Naga, after phase 1 I already know I was lacking DMG with Rouge

It's a 3 DPSs comp anyway

she is not that super duper great at the moment.
U invest higher skill into Rouge just for sole purpose of buffing Cindy only.. if you can justify the investment, great go for it. (Not mentioning Ein here )

To achieve sweet synergy with Cinderella, but it’s likely inefficient… straight 7s probably works fine

And, as for whether Cinderella really wants Rouge that much, I think… probably, because she converts Final HP to ATK during Burst Stage 3 (and usually Full Burst too)

It happens for her own burst, and also for another B3’s burst

So I think it’s adequate enough to warrant Rouge burst skill level 7 or higher

As for Cinderella kicking ass, it’s a hit and miss
