There's a difference between being meta changing and being broken
To be meta changing you just need to confirm your spot in top 3 teams
Only 4 units are broken

Yeah 4/7/7 is perfectly adequate
4/10/7 if you want her to deal a bit more damage
For campaign you'd probs only bring her out if you needed a screen clear team. Possibly worth considering on the protect-the-square or protect-the-right-side type stages.

There’s demand for good burst generating units which has few bullets per second to avoid feeding enemy Jackals and Scarlets
Emilia fits this and she’ll be high tier in PvP just for this reason
Beyond that, Emilia’s burst is a rare type where she can blast an enemy team that has Noah because she waits long enough for Noah’s burst invulnerability to drop before she fires her burst nuke
This is more for being on the attack, than on defense, since if an opponent attacks your defense, he’ll just try to time things to successfully block your Emilia’s burst nuke
Or bring other counters like stunning her, basically Emilia should be trash on defense as a burst nuker unless the opponent is strapped for countermeasures
Still can use her as a burst generating unit though
So, yeah, very good for PvP, changes the PvP meta because having her can cause successful defenses or attacks when before they couldn’t be

If you care about union raid, she's still a solid Water DPS unit, so, unless you're willing to bet on us getting more in the near future, she's pretty worthwhile to get

I was spamming shots on her, ignoring her kit’s full charge requirements
When I imagine if she had something like 30% atk and 30% ele dmg, and around 60% to 120% max ammo, she’d only be more useful
I can’t speak to campaign… I have other units I’d rather use in campaign
I’m reluctant to go deeper on Emilia because she’s Abnormal manufacturer
Can’t bring her to any manufacturer towers, and I’m only using her like Anis (the SR) so far…

It appears to me that Emilia’s PvP value went up because Bay joined the PvP scene, and Emilia counters Bay.
Meanwhile if someone was happily sticking with their Scarlet, Bay’s arrival also means their Scarlet suddenly got countered by everyone PvP enemies pulling Bay. These Scarlet users would be wishing they had an Emilia …
