Well… I changed my own tier list to reflect W.Mica as A overall, B for PvP. It used to be C overall, C for PvP. 
I can’t see her touching S unless she counters the fight

Most likely yes. I can’t remember what it was like at 2 star SR vs 0 star SSR, but…
SSR can go over 2 stars, so 3 stars are automatically superior in power score
As for 0-2 stars… I really don’t remember but I can go check with a Liberation Nikke
I’m logging on to compare a naked SSR Liberation Nikke with a naked SR to see if individual power is different. Same class. SSR will be at 0 stars, SR will be at 2 stars

It’s really mostly the comp and if it’s going to be power deficit reasons, it’d need to be massive, like +30k more power massive
I’ve had gains of +15k power and still failed to beat the stage, etc
And those times where 1k power gain broke the stage, basically it means I was just at the very boundary already

It's more the norm for a commander to be almost entirely F2P and have played no more than 1-2 months if that
Commanders who play 6+ months, have bunches of good Nikkes, and woes about fitting all their best Nikkes into limited slots should be outliers... like top 1%, 2% deal
