Thermite is always better P5 vs P5, they're closer in performance at P0, where is weapons respective team buff is minimized an the personal buff to Pog from Never Rest is more impactful.

However every potential on Thermite just puts Never Rest futher behind.

P5 Never Rest would likely beat P0 Thermite, just from a team buffing prospective. I think Never Rest caps out at 35% team PHY DMG.

Easy rule of thumb is 1% ATK is worth 2.5% DMG.

So you're still techincally getting more "DMG" from Themite Cutter, but the additional damage on Pog will make up for the 10% DMG loss on team.

Plus there's other factors at play like saturation.

Although usually you're more likely to be DMG satured then ATK satured.

P5 Thermite Cutter cutter could effectively be argued to be twice the team damage buff of Never Rest since 28% ATK is kind of worth 70% DMG.

But obviously Pog takes a small personal damage hit.

But overall, it's only really P0 versus P0 where there's even a debate between the two weapons.

P5 versus P5 Thermite just stomps it.

but it's not as if arclight is a brick

and there are some use cases for her, like if you're doing 0 ult starts arclight is really the only way you can consistently push for 8 battle skills in a rotation for 12 thunderlance setups
