if you're serious for pve you'll want lib on 20-40%atk and 80%+ ele

for pvp 20-40%atk lib is enough

For pvp units like jackal, noah, centi that have a rec 4/4/4 on the tier list, is it still worth going a little higher? Maybe that extra level or 2 can make a difference, idk

Higher is for CP and minor boosts that only tryhards care about like Jackal's Damage Taken. Other than that, there's no reason to go beyond 3, 4, or 5.

Some units like Noah give DEF & Damage Taken, so skills that give those scale up to 10, technically.

Imo, if you want to invest more in these skills that can be useful, I'd go no higher than 5 to save blue mats.
