Imagine different RL's as a timescale going up RL1, Rl2, RL3, RL4 etc.
Your Rocket Launcher units land their first rocket on that arbitrary term - RL1, second on RL2, third on RL3 etc, if nikke-deck or other sites tell you that you've reached 2rl that means that your team gets to 100% energy by the time second rockets start to land.
Your team can have no Rocket Launcher units at all but to represent their speed RL system is still used just to get general idea of when you reach 100% energy
