now to explain cs rounding. cs rounding has two steps. charge speed % buffs are converted to units of 10ms, and then they are converted to units in frames, since thats how the game is actually ran. when converting to unit of 10ms, it is rounded as you would expect. the reason why we round to whole number % for 1s charge time unit, is because 1% of 1 second is 10ms which perfectly corresponds to the rounding unit in time. so for 1 second unit you don't ever have to deal with ms. you can just use whole %, but when dealing with a unit like alice who has 1.5 second charge time, its rly annoying. and you have to use ms otherwise the math is not clean.

vesti is 2s charge time unit, so you should use 0.5% increments, for 1s charge time unit, you can convert from time to frames using the table that chinese scientists tested, converting from 10ms unit to frame, you always round down, aka floor function if you've heard of that. that was they key piece missing from old theory. kosmiu said that frame rounding always rounds up, aka ceiling. but that conflicts with the data from chinese scientist. so i looked at the data, and found that flooring explains perfectly i also went and found old data for alice instant charge. and it also matches the flooring hypothesis

i believe this theory is correct, which is why i think nikke.work is wrong for besti

i will find people to help record video and try to verify myself
