that's mostly dependent on the specific unit (e.g is it a dps? likely atk + ele (crit and cdmg). are they solely for burst gen? (charge speed)

effects? depends on the unit and the comp/team, true nature of pvp is that you don't build units for pvp, you build them for pve and it happens that most of those units work in pvp, dps or attackers want dmg- ATK/elemental dmg (elemental have higher value in pve than pvp) weapons like sniper or RL want charge speed (supports) and defenders just 3 random lines to boost the power

helmt is a bit tricky, you can build for pve and go atk+elemental dmg and ammo, or you can just go elemental dmg and reduce her atk lines to use her with a team that buff highest atk units (in this case a different unit than helmt) or you can go for pvp support as the best burst gen unit and try to get cs line to land her shot faster than enemy units on top the 8% cs that snipers have because projectile travel time....
you can go for 3~4 atk-ele some cs and 0~1ammo pve, for pvp 3 cs lines at least, the other 2 don't matter- mine is 4ele-3atk-3cs-2crit rate (i use crit build in a stall comp)
