I'm in a similar situation, but I generally don't spend gems (I might once or twice a season if someone snipes me out of 4th/3rd). My third place will spend gems to keep third place with no budget(I duked it out with him like 4 seasons ago; spent probably 2-3k gems). So what I do is make him pay for it - I'll snipe him every other day, which costs him 100 gem. By the end of it, the 3000 gems for 3rd is less than the 2700 gems I get as 4th.

I actually screwed him over so bad this last season, he rage quit pvp atm, lol.

I ended up getting 3rd, with no gems spent. He got 4th, probably spend 1k-2k.

I had help though ~ I noticed who the hungry rank 5-10s were, and timed my attacks to when they logged in

so I would snipe 3rd, and one of the hungry rankers would snipe him to an even lower rank

Silverlining to my beef is the guy I'm dealing with is indeed spending way more gems than me attacking me in both Rookie and SPA, with occasional losses against me in SPA, yeah. but with noise + noah, you can set it up so noise eats siren’s stun instead of noah.
and if you run moran p1, noah p2, then noah will feed gen to the enemy if their p1/p2 are rl.
if you use bay, i feel like moran+bay and noise+noah still look better. especially since i’ve actually used both. moran+bay made top 8, while moran+noah lost in league

and moran+bay+nero will be better than noise+bay+jack if you’re not running a second burst
