Its more than the value you showed but this one is a low atk Emi. In your case Moran 35% + 9% from Bay, its 44% then minus Blanc debuff 39.26%. You only have more or less 5% damage reduction, assuming max doll 22% damage reduction, its even lower than the on the pic below. It looks weak on the pic coz it was an enemy with Noise buff (+50% hp) and is high sync where max hp is high compared when it is 400 sync. But the damage is clearly high enough even with a low OL atk%.

Another factor is your Trina is on P2. While my RLs is in P3-P5 I'm not sure if you know this but assuming 0 CS all, RLs are like

P1-P2 ( base frame metric)
P3-P4 (+ 1 frame quicker from base)
P5 (+2 frames quicker)
