Ok, so Sora is not a clip RL, her S2 does not trigger in PvP, but her burst does stop Siren stun (only if she bursts before the stun) and she can more or less full heal your party (~70% HP)

She's a very very niche unit for PvP. Not even a general purpose PvP unit, just one that can fit in specific comps for CA

Using an overly simplistic example, assume each RL in a 5man team hit for 20% burst gen, so you want all 5 to hit to take you to 100% burst meter. Now imagine that just one of the 5 is faster by 11%.

You'd be at 20% burst gen waiting for the other 4 to finally shoot and hit When they do, you're finally at 100% burst meter... in the exact same time it'd have taken if everyone was 0% chspd to begin with.

So apply that logic to the actual gameplay in CA. That's pretty much the reason, but it's more complicated when other weapon types get into the mix, plus Jackal feed.
