-raise RH CP
-raise blanc CP
-finish helm treasure, bring her s1 to lvl 10

you've way too many SGs invested, while this is a good thing for CA perhaps atm, in SP arena you wanna avoid feeding so hard, as the opponent will have freedom to run scarlet at will

once helmT and RH are up to speed, you can probably form better 3 teams for def

as for attack, you'll want 2RL noah and 2RL scarlet

depending on opponents and what they run, 3RL s.anis will also do

Here’s my investment. Sbs, rh, Cindy, and helm, are much more built than scarlet. I haven’t looked into siren since she’s so new but would she not work on one of my main team options?

and definitely run that Jackal Scarlet Blanc RH Centi, they're one of the strongest PvP comp
as for 2RL Cindy, you can replace Noise with someone for CP pad, at least until she's invested
3rd team just run CP team for now

So the priority is
DPS: Scarlet > Cindy > Jackal
Battery: HelmT > Noah > Jackal > Centi > Rumani > Anis (SR)
Buffer: Siren > Biscuit > Blanc > Noise > Rapunzel
Maybe can slot XMaiden / BSoda for 3rd team, but that's after you invest to the Priorities
