Even with concealment buff, she can barely 1-shot. The enemy target would need to have taken a decent amount of splash damage and not have any dolls/tempering cube OR be elemental weak to Rosanna

No, I only do CA testing nowadays and I don't expect to see many 2RL teams there. Pepper is also never meant to 1-shot anyone, she literally cannot. Her role is to be burst gen, chunk some damage, and boost Scarlet by one buff stack

that's actually fine, p1 and p2 will receive damage, even if enemy goes SR and trie to snipe rumani, she'll get invulnerable... and you're bursting with her which leads to her getting massive hp increase.

hence, it's very likely SBS is selected for indom due to p2 splash dmg, blanc that cannot cast indom on herself, and rumani that even if down to 50% will likely have more hp than SBS once bursting, even without vigor in the equation

The most minimum, ghetto thing to do would be naked defender P1 + biscuit, naked defender ensure they are lowest defense so SBS distributed targets them even without taunt, and then you can tank enemy for 10 seconds

And then just use any continuous dps
