I have been using this team on SP Arena as a sort of Shotgun beatdown kind of team while using Noah + Biscuit tanking, but I've ran into a problem where Noah would chain into Biscuit Skill 2 but then Noise applied taunt on herself as well and just died leaving me with no B1 left.
Should I use Liter or Rouge or Exia or Sakura or maybe I slap Rapi Red Hood?

The problem with Rolling for CS is that you lose a lot of CP doing that. And you would need to bump them them back for 3lines and high CP as well.... If you don't then your CP would be weak and it would be counter productive ....
