Scarlet or Jackal need to be in P5, SGs will target P5 so you wont be taking advantage of the link optimally. When you're deciding be mindful of the burst chain.
Blanc-Emi-RH might work if you kill RH and stall enough but the team also looks too slow. You could try mirroring the team but with SAnis or using Blanc-SAnis-RH-Emi-Centi might be similar speed

the first two teams i gave you are pretty standard they can serve well in most situations but that doesn't mean they will win on offensive all the time. Attack teams should be tailored to your opps defense

What should I be doing for a Rookie Arena team? Currently I have been getting trounced by lack of Power due to Gear, despite being almost done with Chapter 23 I have next to no Overload Gear. If I had to pick apart your T2 I would say it lacks defense. The speed is alright though. You could replace Pepper with Rapunzel so that there's a revive and heal element to that team though

you could also place Rapunzel on T3 to replace Biscuit to make it more of a "god-comp". Biscuit could then be used to give invuln. to Blanc
also don't use Noir with SAnis. Noir's kit will brick SAnis

it would be hard to make a cook using QuencyEQ for defense. At this point most people have a Scarlet and SAnis with decent burst gen units. If I had to use her it would probably be just for attacking and against fire code units for comps that have like Alice or 2B maybe. But that's coming from a more veteran bracket.

that recommendation is to oneshot (or close to oneshot) opponent attacker

burst to 7 is insufficient against non-water attacker, regardless of friendly OL gear stat, even if opponent has no doll.

in the context of def, i dont recommend using rosanna in def with any less than whatever i said

for atk, if u're using her to break jackal link only, then eh just s1 to 4, but i would also say that u take on an opposing jackal team with much simpler and more reliable methods

I actually strongly dislike running Rosanna or Pepper for their burst damage. It's not a reliable 1 shot and because there's a ~2s gap between your B1 and B3 nuke timing, it's very possible that damage will be fully healed back via Noise or something, so it gets wasted. You might not see this against players with imbalanced investments but we should definitely be seeing more of this in synchro locked Champion Arena. I was even having this issue a bit with Mari because there's a gap between her B2 nuke and the B3 nuke. If the opponent is running Noise, a lot of that damage can be healed back. It's better if possible to just use your B1 to buff your B3 AoE nuke.

Think the main problem with Rosanna rn are the purple dolls damage taken down passive and Noah burst gen buff. Those made using her useless in one shotting attackers if not heavily invested and also reduced her effectiveness vs stall teams due to faster burst gen on the god comps

Even prior to dolls, Rosanna was never enough. Rosanna's does a total of ~1800% atk dmg. To cleanly 1-shot in a fully equalized, fully maxed out scenario, you need a total of 3000-3500% atk dmg applied. With dolls and tempering cube, this threshold has now increased to about 4000-4500%. Rosanna was never able to 1 shot, people just saw her 1 shot because they were fighting against unevenly invested teams

In lower ranks though, this is a common scenario. Not everyone has C7 DPS with +5 OL chest and +5 OL boots

Its easier to scale up your offensive than it is your defensive

for your burst 3 options It looks like your teams should center around Alice, Maid Privaty, and Privaty

Alice is a flexible unit for PVE and PVP, she has strong single target dps when in full burst
Maid Privaty has a decent AOE nuke for her burst
Privaty can punish slow teams with her stun from burst
