maybe you could add a kinda tax at the start of each turn, growing depending on how much land you have? Like paying for infrastructure and fixing it and stuff? Also if the explanation is infrastructure then maybe you could also pay above the minimum to improve your country's infrastructure, making it so troops can move faster across it or maybe better conditions would make better and more efficient troops?

I think the main issue is how the only “resource” you really have is troops

money only goes into troops, unless you’re jayd who decides to drown Libya for some reason

maybe a way to have more options of what you put your money into

Needs to be above a certain level
More happiness -> better income and military
-science
Makes troops more efficient. Unlocks air and sea invasion, as well as terraforming (to an extent)

Place them in the map at a cost. Increase money and can house more troops

Can give a boost to a certain production. (higher income, higher science, cheaper troops, etc)
