what I think you need to do is check if it is a transfer issue or an acct link/login issue
make a new acct and go look for your old char in friends add
if char is there it has already transferred and a retransfer may not fix it (possible fix but not guarantee). if not there then needs retransfer
did you already delete PWG acct? you can ārescueā it by logging back in within 7 days

Tower of Fantasy will undergo server maintenance and updates on <t:1741845600:f> - <t:1741852800:t> (in your local time). During this period, the third batch of account transfer will be completed for those who authorized the transfer between March 3 at 00:00 and March 10 at 00:00 (UTC+8).
Once the update is complete, authorizers in the third transfer batch will be able to log in as usual and claim their transfer compensation via in-game mail (Red Nucleus Ć10, Special Voucher Ć5).
I should have been in the 1st batch of transfers and its not march 13th for me so it shouldnt be down yet

People said they'd get overwritten though, but so far my 'new' charas are still there and the old one is poof.

but they canāt transfer the data automatically (they will probably say there is no char, ie. LI did not retrieve the data)
there's no way anyone should have to go through this much trouble normally 
found confimration im literally reinstalling game to try logging in again. same issue too

Okay trying to fix this feels like hitting my head against a wall bc im doing everything the guides have told me. I followed directions but i still dont have access.
I contacted suport about my issue and they have confirmed my account has been transfered to the new service. Told me to log in with the email i use for the transfer.
I do all that and make sure the new ID is the exact same as the one i emailed them about. I belive i have the correct server but i also dont know for sure. That one doc says to use the first 4 numbers to find ur old account. Mine are 15216. Which would be south america hydra server. Yet i opened that server and i have a new character.
I log into my account on the webpage and only shows the two new characters i made by mistake trying to fix this.
so my data has been transfered but i still cannot access any of it.

How long does it usually take to hear back from support when filling in the form? I'm worried my account will just be deleted before I get a response. I'm trying to recover my account that I haven't used in a few years, and of course since it's been a long while it's last login server doesn't exist because of mergers, I did 'transfer' my data but I have no way to know if it even worked since my data isn't on any server (unless my account is just deleted anyway because I never switched to a server. I didn't read anything about them being deleted but I did used to spend a lot so would be nice to not lose data if it still exists with the different game owner)

CS replied back to me with the most useless response ever in regards to my missing character.
They told me to login with ... (insert e-mail), and not to use Google. Then look around every server to see if I can find the character.

so i really am wondering what to do, my char is missing, i did the transfer in like jan (i dont quite remember) so i should have been batch 1, i checked to make sure that the pwg ID matches both in game and the transfer page, gave pwg cs all the info they asked for, checked all the servers across all the regions with no luck, and pwg cs basically told me to go pound sand. what do i do at this point?

Okay I figured it out, but the solution is VERY stupid. I'm playing on an LG tv and there is a setting to choose between "original" and 16:9. None of the other games scaled automatically to my TV's stupid aspect ratio and I was just dumbfounded by all this. I think it's something to do with the resolution, but I still don't know what business the game has changing that either on it's own
well i rated pwg cs 1 star with detailed feedback so i hope that does something but at this point, im kinda resigned to the fact that i did everything right and my stuff is lost forever anyways
Like the default resolution for anything 4k is "3840Ć2160" and ToF is like "NO, FORK YOU!" and changes it right to "4096Ć2160" AND THERE'S NO WAY TO CHANGE IT BACK! soooo pls fix?

Cus it's telling me that it is being transfered like "request submitted" but I just looked on the game for funzies and BOOM! there you have it. I got my acc back after 2 weeks of pointless waiting and support doing absolutely nothing to help

When I contacted them, I told them what e-mail I was using to log in, and which was transferred.
They replied back to me - we checked the records, and you have to use this (the one I sent) e-mail to log in. Be sure not to use Google and then check every server if you don't remember which you last played~

make new acct (new email/google login/fb whatever) on your region
then start a new game and go through to mc selection
once you finish that part you can go to the friends add
search for old char name

cant use new servers (rainbow road or morning star) since they werent added to the merge
double check to be sure

if it is, then do steps above to look for old char
if char there = transferred but acct mapping issue
if char not there = not transferred
also when you find your old char you can see their UID
which you can use to find the server

My situation
- Wasn't sure of my LI account. So just searched Tower of fantasy on all inboxes of mail. Got 4 accounts in which I got code in 2022.
- Wasn't sure of Google login or email login.
So did both ways for 4ids- total 8 pwg accounts.
Waited for batch 2 transfer. Didn't got account. - Deleted pwg accounts and redo d the transfer process. Again 6 pwg accounts. Make sure that you received transfer request mail.
- Batch 3 transfer, logged in one account at a time.
Logged in. Got a loading screen instead of frigg cut scene. Took a lot of time loading. Again a second loading appeared.
Boom got my main account back of day one of 2022.

Back when i did rerolls I did the + method with gmail. Since +1, 2 etc acts as a unique mail with gmail, but still sends it to your main account
+6 ended up being my main account basically, but transferring that so far resulted in no char being found on the server. (Batch 2). And cs has not been helpful either yet
