The game engine needs far more memory during playing the game than Steam uses for verification.
The portion of memory in use during the verify might be "OK", whereas another DIMM for example is going bad.
What I'd like to see in a situation like this is if the errors during the read panic are consistent. The suspicion is that they won't be, and that the hash calculations or flagged assets will be random.
{TLDR version: Will need a couple different crashdumps}
If we find the hashes are random, then basically we'll move onto testing your memory. Will go into more detail on that in DM's if it gets to that point.

Correct-
To summarize so far (from the private portion):
-- Steam file verification passes.
-- Each time that the game goes down, the asset triggering the panic is a different file within the paks.
-- The hashes calculated (on the same file) are different each time. {per each retry}
-- Other games run without errors. {yet this may be coincidence in the same fashion as Steam's verify running correctly -- that the games happen to not touch the faulty memory chips}
Error may be misleading, and the update server address in the software as per that ROM's version of it may not be set (or not in operation). The updater might incorrectly be concluding that there's no Internet Access as the cause of being unable to reach the update service.
I've little experience with those custom ROMs at this point though.

close the launcher, delete content of these folders :
%USERPROFILE%\AppData\Local\Hotta
%USERPROFILE%\AppData\Roaming\tof_launcher
%USERPROFILE%\AppData\Roaming\tof_launcher_Steam\ <-- if using steam
then try again, if still failing, delete the launcher folder only ( don't touch game files and the real launcher, not the one in appdata ) and reinstall launcher.
else, is your pc have 3rd party antivirus ? like norton, bitdefender, kapersky or 3rd party firewall ?

dunno with epic, steam have better update compression ( still huge tough ) and better update process comapred to standard launcher.

Should have been for the entire program to run through Steam without the firewall acting up.

Hi, I'm having a problem with the game, I just returned to it after a long time of not playing it, so I installed it from scratch, and after a log into the game, after exactly 1 minute, the game freezes and i get the promop of bad module has stooped working and then it closes.
Managed to kill Harrah.
Got it down to 0 hp and hit it with a Volt charged [1] attack point blank, and it went to phase 2 finally.
Confirmed this on 2 accounts, so am 2/2 so far

Also, please check for the existence of crash-dump subfolders under "%USERPROFILE%\AppData\Local\Hotta\Saved\Crashes". [Or Saved_Steam if the Steam variant of the launcher]
Be aware that the AppData folder is hidden by default, and cannot be navigated to by hand. You can get to such a path directly in entering it manually within Windows Explorer (in the top path-field of the dialog), from the run-prompt, etc. For example:
Paste in: %USERPROFILE%\AppData\Local\Hotta\Saved\Crashes\
-- OK the run prompt
-- Should those dump folders exist, and if you can send me a copy of the most recent of the subfolders (zipped up with an archive tool -- over DM's) -- would be glad to see if we can figure out what's going on there. If they don't, then the latest engine log \logs\Hotta.log -- would be the next best thing.

Devs probably never removed gold from players before and weren't aware the game would treat it as having an unknown amount despite what what the displayed smount is.

Plenty of RAM, modern SoC, and a Snapdragon (good hardware support from Android). I'd expect the game to run quite alright on there.

Far as the actual issue: Looking like driver crashes / TDR's. The card is an MSI Ventus 2060 "OC". The first thing that we're trying is underclocking the card (to NVidia's reference clockspeeds).
e.g, first hunch is that factory OC isn't stable.
Due to prolonged overclock ? Don't think a user aware if the default setting is an overclocked one unless the user always check bios after purchasing a pc / laptop product.
Hard to say. Usually AIB's don't test the chips to the same extent that NVidia or AMD do. What they declare "stable" may just not be stable out the door.
Silicon degradation over time is certainly possible too, where the factory OC stops working. Yet it's equally likely that the speeds the AIB asserts are stable are just not.
-- Either way, when a card runs stable minus in one-game. That usually means it's close to stable / on the edge of stable. {where backing off the clocks very-slightly can get it stable}

I wanna join the Europe server hephaestus (or something like that) and I can't join the server. It loads to 90% and than I am back into the server choose thing from the game. Why I can't join this server? any other server let me go into
Is this server specifically the one that your main character is on, and that you routinely play on?
Generally speaking, there's two causes for getting to 90% and being booted back to the server select / landing page:
-- Performance: That the client is taking so long to load into the game, that by the point it's ready for connection -- the server is no longer waiting (timed out).
-- Connection: e.g, routing, equipment [CPE], software (local firewall, or AV filtering components).
If you can connect to other servers in the same region, routing is unlikely. What catches my interest is that it sounds like this may be a server you don't have a character on.
Most of the time whenever this happens, the one server that people can't get into is the one that contains their most established character. Or rather, that as you play the game and progress, the associated data with that character grows over time.
{leading to more data being exchanged in the sign-in process}
In a scenario like this, the recommendation would be to link the new sign-in method to your game-account. Then, if you're going to lose access on Facebook, or if there's other concerns -- reach out and #game-support for where to go from there.
If you're losing access to, or have already lost access to the other account (where it's absolutely necessary to have it removed) -- support will assist you.
Which platform are you playing on?
On the Windows Client, additional bindings can be made through the Account Center, accessed via the launcher (before signing into the game). On Mobile, account bindings can be made from within the game under Settings -> Compliance.
Order of operations wise: You'll always sign into your game-account using your old (current) sign-in method first, then "bind" the new sign-in method. Afterwards, you'd log out completely, and sign back in using the bound (new) sign-in method. [Avoid signing into the game on the account(s) that you wish to use until they're bound, as otherwise they'll be associated with a new game-account]

Never seen something like this personally. Best guess is that there actually is an item there, yet the client is for whatever reason not showing it.
If you can, try an integrity check from the launcher, Steam, or Epic {incase this is a local files issue}. If that still doesn't help, best bet is probably to #game-support with hopes that they can figure out what's in that slot.
Message you've received is likely unrelated to whatever you encountered (e.g, timing coincidence there). For any situation where you think something went awry and items were actually lost that you should have, be sure to #game-support and get an investigation going.

I see an adblocker in your installed plugins. Can you try disabling the adblocker temporarily, or using a different browser as the system default which has no plugins active?
What ultimately wound up being the solution in your case? (if you don't mind my asking)
For instance, resetting router / modem, switching to a different Internet Connection?
iPad is a different device vs the sim card issue listed in the screenshot that you've provided above, right? e.g, Is the sim-card issue with that S23 which has been exhibiting issues that went away through changing software?
(assuming re-inserting the sim card and cleaning the contacts of the sim card has already been tried)
Usually my advice with anything that sounds like a hardware problem, when on official software, is to take them in to be looked at -- especially if under warranty.
You can use your account / character from the PC Client on Mobile. If the mobile device that you've picked doesn't share the same login option (e.g, say that Steam was used here), then you'll need to associate a second sign-in method in order to access your game account via mobile.
-- First, sign in on the game's launcher on the PC Client using your current sign-in method.
-- After signed in, yet before launching the game: Click on your account name in the upper-right corner of the launcher, then select "Account Center".
-- From the Account Center, select the "Bind Account" tab.
-- Scroll down through this list until you've located a sign-in method that's shared with your mobile device. For instance, "Google", or "Apple".
-- Select "Bind" next to the associated sign-in method that you wish to use, and then follow the on-screen instructions to sign-in using that method to complete association / binding.
After doing this, you may now use the newly bound sign-in method to access your game-account from the mobile device.
This happens surprisingly often sadly. Usually some software winds up interfering with the update process {e.g, an AV holding onto the files} and prevents moving the newly downloaded content over the originals. Another potential is asset corruption, if it keeps happening it may be worth investigating what's causing this.

First thing to check, since you've listed a mobile system with two GPU's. Make sure that Tower of Fantasy is running on the discrete.

You can certainly try disabling the "Steam Ingame Overlay". It shouldn't cause problems, yet people routinely report performance impacts. Usually this only happens whenever there's multiple Direct3D overlays stacked up.

To get a look at what your CPU and GPU loads are looking like, then find out what the 5500M is clocking up to.
I don't personally have any experience with the RX 5500M in ToF. Yet the performance should be within 25% or so of the Geforce 1650m, which can handle 1080p with a bit of the settings dropped.

Could you check in the launcher if you're running on DirectX 12?
Right, launcher -- as in before loading into the game.
Try selecting DirectX 12 explicitly.
If the performance is the same, then try 11. (Though 12 should work fine on Navi)

Beyond that, we might need to look at the temps on that CPU. The GPU is at low load and 62c, which I assume means the CPU is quite high.
Cpu was at 58% with around 85/90°C
If you're at 90c, you're probably just seeing thermal throttling here.
None the less, let's see if anything else stands out.
Update: Cause was that the IGP was "disabled". Primary display was being driven in VESA mode. This was causing the extreme CPU hit, which went away after the IGP was enabled.

Batt temperature will be influenced by the temperature of the device. So that one more depends on what's running on the phone.
If the phone was in standby, temperatures should be lower.

Basically, something in the background is eating up your performance, and that's also what's heating the device.

Not on a fresh device / fresh install.
You can try a factory reset, but if that's fresh from a phone store-- you shouldn't tolerate that. Get them to diagnose what's going on there.
Idle temperature on a phone, when in standby or on the home screen should be barely over ambient. (ideally)
e.g, it should be truly idle.
You can try resetting the device (not a factory reset), and seeing how it behaves after a fresh-startup. You can also look at the battery tracking and see if there's any applications reported that're causing the drain.
Yet the stock system software shouldn't be the culprit there.
If they are, something is off.
The one UI home launcher is using the most battery

That's likely a prediction due to the rate of drain being high.
Also related to the temperatures you're feeling at idle.
Anyway, 48c on the battery would be perfectly normal when gaming.

A login issue following a teleport. Do you remember where you were porting specifically? (and, had you been to that area prior?)
Is the visual artifact the same under DirectX 11 and 12?
Older cards such as the polaris generation, tend to have defects under DirectX 12.

Different ISP's / carriers, and I assume you're within the US. Only thing that I can really think of at this point is if it's software induced on the machine, that an update happened during gameplay, and the teleport was the trigger, but not the cause.

That said, if I was in your shoes. New phone bought from a carrier's store, and running the carrier's Android image: I'd go into a local store and illustrate their distribution (their stock image) chewing up the CPU like you're seeing. e.g, see if they have a suggestion for you.

Returning player, is it still possible to server transfer (I have the card) or is it just a character per region, I don't have the data transfer button in the settings like it used to be, since friend requests and instances are Server based anyway id need to transfer to play with a friend, not in the mood to start over and lose progress. Anyway, anything in software is typically later in the startup than the intro splash (carrier's logo). Settings like Night-Mode won't take effect this early.

Use your prior phone's camera, to capture the display of the device. You won't be able to record this on-device anyway, if it's hardware.

Sadly I don't have much advice outside of going for replacement. This is the correct course for anything new. You shouldn't have to deal with problems out of the box.
In the case of a refurb, if they claim there's no inventory (since I don't know the story of the sale)-- you can also always go for a refund or exchange towards some other device. I'd urge you to not accept a functionally defective device {where you can't see the screen} though in all situations here.
So lately i've been having issues with my ToF Launcher from launching, like just clicking to start up the app from the shortcut and it instantly terminates itself from launching. I've tried deleting and reinstalling fresh clean copies of the program and using alternative versions of the game (switching between the Steam Version and Windows) ToF was working on Steam up till a point randomly during last weekend where it randomly started having this issue, here's one of the Event Viewer log.
Also may i include that after uninstalling each time i deleted the ToF folders in the appdata folders for local/roaming before restarting my PC and installing the game again to ensure the folders were gone before installing the game again

In general, the loading screen stalls typically are either one of two things:
-- System performance: That the machine is taking long enough to load-in that the servers have timed out, or otherwise stopped waiting for the client to connect.
-- Connection: Routing, firmware defect, firewall, web-filtering within AV software, etc. {something interfering with the client's communication}
Those folders are actually not inside of the Tower of Fantasy game folder:
%USERPROFILE%\AppData\Local\Hotta\Saved\Config\WindowsNoEditor\*
%USERPROFILE%\AppData\Local\Hotta\Saved_Steam\Config\WindowsNoEditor\*
%USERPROFILE% is a Windows Environmental Variable that's automatically replaced by the path to your user-directory.
Try the following:
Windows Key + R (this opens a run prompt)
Paste in: %USERPROFILE%\AppData\Local\Hotta\
-- OK the run prompt.
This should open Windows Explorer to the base path of where the Steam and Standalone launcher's settings would be stored, respectively.
It's also safe to simply eliminate "%USERPROFILE%\AppData\Local\Hotta\". Everything in there will automatically be regenerated on the next launch of the client.
If wiping the client's config out doesn't help -- when we'll go from there. If you're unsure what your laptop is, just let me know and I'll shoot you a DM to collect an msinfo export.

Since it sounds like you've already tried a completely separate launcher (fresh installation), I'll shoot you a DM. We might need to configure Windows to capture a minidump for the launcher. {a launcher crash-dump}

Either works actually. For instance, you could clear everything within \Hotta\, or remove the \Hotta\ folder (the one under AppData}. The folder(s) will be recreated if they don't exist on the next game startup.
So basically whichever you're most comfortable doing here.

As long as the Hotta folder was under AppData\Local, you're fine. If it's the game folder, then that might be problematic.

Anyway, long as it's the AppData (user dir) Hotta folder, it'll be recreated, so no loss even if permanently gone.

From what I’ve been reading here and there, the only way is to log in from a pc (it has Google login), bind your account to your Apple ID/twitter/fb then use that option on your iphone/ipad. So try that if you can.

Did you use the same device whenever you last played? There are indeed some restrictions on Apple devices (in that they cannot use Google sign-in).
Far as the PC Client, it's not necessary to entirely install the game -- just the launcher far as accessing the Account Center.
Going through support sounds like something you've already began the process of. (e.g, as detailed in #game-support ) That'll require some back and forth of proving ownership of the account, support will let you know whatever details that they need -- yet the more that you can dig up preemptively {such as from bank statements on any ingame purchases} the better.
It sounds like you're getting email confirmations. Since you mentioned Google [identical issue-], have you already attempted signing in both via Google (external sign-in provider) and via gmail (as plain old email)?

Have you already contacted Facebook's support and explained the situation / looked into the potential of recovering the account?
It may be a longshot if you were removed {from Facebook} rather than having that account compromised, yet it's still worth trying talking it out.
Beyond that, I'd also encourage you to try to #game-support , even if you think that you just have a UID. For instance, you may still have the same device(s) that you used in all prior logins, live in the same location, be on the same ISP, etc. There may be other factors that can be used to prove ownership here. It's worth explaining everything that happened and seeing if the Support Team can assist with what you have.

Whenever you say that you already have money in your wallet, does this account for tax? That's the only thing that I can think of here if you're being prompted to add funds.
e.g, say that you wanted to buy a 100$ package, and you had exactly 100$ in your wallet. The actual cost might be closer to say 107$, as Steam's pricing will have tax added pre-sale. In this case it'd be needed to add an additional 10$.
Modification of character post creation has always costed 100 DC, or a voucher. You might've had vouchers in your possession that were used prior.
PanicSyncRead means that the game-client has retried to load an asset several times, and that each try has resulted in the wrong hash being computed for it.
-- If you've already reinstalled the game, the expectation is that the asset on disk is intact. However, have you tried running a verify / repair through the launcher, Steam, or Epic Games? Does the verification detect corruption?
Generally speaking these tend to be either an unstable system, a failing drive, or problems with the disk controller (very rarely drivers).
Did those crashes start happening right after the Windows 11 update? Or some time thereafter? Odds are there's some hardware failure that's cropped up. A series of crash-dumps would help get a better idea of what's going on here, in terms of if the failing asset and its hashes are consistent.
Please check for the existence of crash-dump subfolders under "%USERPROFILE%\AppData\Local\Hotta\Saved\Crashes". [Or Saved_Steam if the Steam variant of the launcher]
Be aware that the AppData folder is hidden by default, and cannot be navigated to by hand. You can get to such a path directly in entering it manually within Windows Explorer (in the top path-field of the dialog), from the run-prompt, etc. For example:
Paste in: %USERPROFILE%\AppData\Local\Hotta\Saved\Crashes\
-- OK the run prompt
-- Should those dump folders exist, and if you can send me a copy of the most recent of the subfolders (zipped up with an archive tool -- over DM's) -- would be glad to see if we can figure out what's going on there. I've never seen a situation where the storefront won't open, where it's a Steam sign-in, and where the overlay is functional. Probably the last thing I'd try before trying to get things looked into on the other-end, is verifying the integrity of the game's files.
You could also attempt disabling HAGS if it's enabled, yet that shouldn't be needed, given you're getting the overlay to show. Or, perhaps a clean install of Steam.

Not certain on the mobile client, yet from a prospective of "safety" -- anything is safe to delete experimentally in that you can always re-acquire it. e.g, in the worst case scenario you wind up needing to re-download what was lost.
Albeit, unless you're absolutely strapped for space, I wouldn't recommend experimenting unless you've unlimited data and there's no quota concerns.

For something like this, your best bet is asking in the other channels (such as general, or gameplay-help). This one is more specifically for technical issues impairing the ability to start or play the game.
Gotcha, if the overlay won't show on Steam, that's a requirement for making purchases. On Steam, purchases ingame (be it for Tanium or anything else) is done via Steam's embedded browser.
Focus for a start on getting the overlay to show. e.g, make sure that the overlay is enabled for Steam (globally and within the game's settings on Steam), then check if you have a Graphics Card that supports "HAGS" [given this is known to interfere with the overlay].
Where do I find Graphics Card that supports "HAGS"?
Right click in an empty space on the Windows Desktop (any area that doesn't contain icons), and select "Display Settings". From here, scroll down until you see "Graphics Settings", then click on that option.

If you 'need' frame-generation (you'd have to play around with this / it's preference and depends on output resolution), then the other option as discussed in that pin is to explicitly load Steam 'as administrator'.
However, if you're playing at 1080p or 1440p, or a lower framerate cap such as 60fps, you probably don't need frame-generation.

For alot of people, they dislike running Steam as admin (rightly-so), so it may be preferred to have the overlay just function without additional rights. I fall into this camp personally.
If there's a need for the removal from your Level Infinite Pass, such as if you're losing access to the associated email address or have already lost access to such -- then yes, Customer Support can definitely help you with that. Either way, contact support and explain your situation if you've not already done so.

You can also leave what action is taken up to support, for instance if they want to assist in changing the email, rather than unbinding LI Pass as a sign-in option. The main way I'd personally go at this is to just ask for help, generically, in securing your account.
Whenever you say that "it won't launch", do you mean the game client far as what's closing? {or perhaps the launcher itself} How far exactly are you getting into the game? Is this on the PC Client?

The game doesn't support it is correct {from an automated systems stance}. Did you approach this from the angle of that some bad actor may be in control of your email associated with the LI Pass, and that this provides a vector to gain access to your game account? [given that sounded like your concern earlier]
That said, have you also tried reaching out to your email provider? e.g, to regain control of the account that's associated with the LI Pass.
If you have, I'd make sure you mention that as well. That every other venue has been attempted.

Alot of the time if you find that you can't activate an astral monument -- simply logging out of the game and logging back in may help. Was that tried?
Leaving the area and coming back later is somewhat similar in that the client is re-loading everything in.
Locked by the main story, until you have your timestamp and activate the first statue via story

Generally either your account is being flagged as that you're a minor (under-age), or it might be triggered by a communication-issue that goes away with a relog and or flushing the launcher and game cache, followed by a full relog.

For a start, close the game and launcher completely:
Wipe the contents of the following folders:

Then, start the launcher back up, re sign-in, log back into the game, see if you can send messages.
If you can't, and if you have access to any other Internet connection [cellular for example], you can give that a try. Beyond that though, it may legitimately be on the account side of things.

While Windows Server will work, no problems -- if there's virtualization involved, you should reach out to support.

Best guess would be that you're on NVidia hardware, specifically the RTX 40XX series. Could you check if you have HAGS enabled in Windows, and if it is, disable it?
If that doesn't help, try disabling "mpo" [Multi-Plane Overlay], followed by rebooting the machine once again:

mpo can be shut off without losing DLSS frame-generation. If that's a concern / you want the feature active, give that a try first.
Only other thing that I've seen reported to cause blackscreen flickering [on the Software Side] is "resizable bar". However, RBAR is not enabled for the NVidia Tower of Fantasy profile by default, so this would only occur if you explicitly made changes (forced it on per some Reddit guide) with NVidia Inspector.
Watching that video a few times, I see that the black flicker is actually non continuous, and there's a slow fade-in after the display blanks. That actually looks like frame-gen malfunctioning, though I'm not sure as there's not enough motion in the scene to look for artifacts. {if that's the case, mpo disabled "might" get the feature working right}

Best depends on what you're aiming for. Is this a question with respect to DLSS / upscaling?
If you're aiming for higher performance or lower power draw and thermals, then it's a good idea to compromise on quality and use upscaling. If your goal is maximum image quality, then it's best to omit performance features.

What platform is this on that your update is stalling with? Generally if you run into a situation like this, the first question would be if you're seeing any prompts that connection was lost.
The download happens in chunks, and if the launcher can't verify the integrity of files, they may be re-acquired repeatedly -- same if connection is lost.

You can safely experiment with wiping anything in the game's folders, in that in the worst case you can simply reinstall fresh. If it's more for a total clean slate reinstall, I can get you a list of the folders that an uninstall and reinstall won't flush.
If anything is deleted prior to attempting to get the update to run, then the suggestion is to perform a manual verify afterwards before launching the game too.

That I'm not certain on. The bulk of people who've DM'd me on this are getting past it via a reinstall, which seems to hint at asset damage of some form preventing the update being applied.
There also were two so far that had ISP issues and were able to get through the update on cellular tethering.

Far as disabling HAGS, I presume you gave the system a full reboot. But, if not, that'd be required for it to be truly disabled.

So far the majority of people getting stuck at 25% fall under three groups of causes.
- Simply needing more time. (check under the Windows Task Manager for signs of life, such as disk IO or network activity -- if you see heavy activity from the launcher process, keep waiting)
- Connection -- where switching to another provider [such as cellular tethering] or cycling Internet Equipment (router, modem, etc) gets the update process working.
- Corruption -- where uninstalling and reinstalling the game [via the launcher] resolves the issues.
If the overlay shows with SHIFT + TAB, then you're the second person that I've heard of with this having happened. You'll want to #game-support most likely to report the issue and have it investigated.

Jist is that purchases on Steam are done via the Steam Wallet and Store. The transaction happens within the overlay -- if the overlay isn't showing, the transaction will abort / fail.

If Tower of Fantasy is acquired via Steam, then Steam handles all of the content distribution. The launcher won't have a verify or download option embedded within it under this situation, similar to the Epic Games variant.
ToF is available standalone, through Steam, and via Epic Games' launcher.
First recommendation is to check the Task Manager for signs of life. e.g, like in this summary of the known causes thus-far:

A less common cause is hardware fault [if it's not one of those three], yet if the content on the disk is corrupt repeatedly (if a reinstall doesn't work, and different connections don't work), then we'd probably need to take a closer look at what's going on there.
Is your ingame "inventory" also empty when you check it?
Most of the times that I've seen this there's two causes:
- asset corruption
- connection [packet loss / routing issues / malfunctioning router, etc]
Inventory full everything there, i switched to another server, that server works fine just aeria not working
This is also a common theme that happens in that the other server is a fresh character (and thus has less associated data), e.g, less to exchange during the initial load in.
Do you have a cellphone that you can try tethering?

If you have a second device that can access ToF, that'd also be of interest.
If two devices have the same symptom, and two connections, then it's far more likely that this is something on the account side of things (where you'd need to reach out to support). More or less we just need to narrow it down though.
But, most of the time (since I've seen that prior to this patch) -- it's just packet loss during the load-in.

If the slider doesn't exist, then you don't have drivers that support HAGS, or are in a Multi-GPU setup where the primary GPU doesn't support such.

How do i fix these random lights on mobile? I'm using an S22 Ultra. This doesnt happen on my old s9+ or my pc. Also only happens underwater in Innars and in Confounding Abyss. Every other map is fine.

First thing to check is if the Steam Ingame Overlay shows with SHIFT + TAB.
Also please perform an integrity check of the game from Steam.
If you've already done an integrity check, and if the overlay shows -- you'll likely need to #game-support . It may be on the account side.
There's been a few reports of this (not many yet), where Steam transactions aren't working (even across multiple systems) isolated to a single account.
That said, because the overlay not showing would cause the same symptoms -- that's important to check.
Actually, despite that you've reinstalled, would appreciate if you can attempt that "verify" just the same too. The reason I'd ask that one is just to see if anything is reacquired.
Passing verification with no re-acquisition means that the assets are intact if something local were (for instance) modifying them or otherwise causing corruption.
Normally up till this update (aka, most of the time), the two leading causes for the store interactions not loading are client-corruption or the overlay not loading [HAGS primarily].

Not that I've heard back from others so-far. However, some people have found that it's not system isolated, nor connection, and even verified that they can use alternate accounts and access the Steam Store. [same system, same connection, different account-]

Right, in this case another Steam Account worked for them. e.g, they made an alternate Steam account and created a new game account, then signed in and attempted to access the store.
On their main account, even on different worlds (fresh characters), the store would not function for purchases.
I even had them wipe their Steam folder and sign in fresh, to factory reset Steam.
A cleaning of Steam -- not a bad idea by the way.
There's lots of potential causes for something like this.
You can also try clearing the client cache and Steam launcher cache via wiping the following folders:
%USERPROFILE%\AppData\Local\Hotta\
%USERPROFILE%\AppData\Roaming\tof_launcher_Steam\

The only explanation that I'd have for stopping abruptly that's not server end, would be if it's network related or caused by some software update.
e.g, drivers unlikely to change in a 2 minute period.
I'd expect your friend would've noticed that with the display blanking, or otherwise.
AV software -- maybe, if you have something in common with them.
However, one of the people having this issue is also just running Windows Defender / Windows Firewall (nothing exotic).
I doubt it's the game 'update', given some people are having this start NOT during the update {e.g, afterwards}. My prime suspect is that it may be connection related in some way. [Yet I don't have an explanation on those that've checked multiple Steam Accounts...]

Either way, would be of interest if you find another Steam Account works.
Short term, you might have to resort to doing payments outside of Steam, and try to get every party involved to look into the remote end.

If you have a second machine that can run ToF, if that has the same problems -- that'll make it very clear in ruling out it being system isolated.
Remember to include everything you try when you open a ticket, so that support can jump straight to looking at their end.
Hello, I'm still having the same error today, and can't download the game at all:
“Update failed due to insufficient storage space.”
Is there something I can do to fix this? Or will it resolve from the devs side?

I'm sadly not that well versed with Apple's devices, though it looks like you're at about half the space free [120GB], that you've already wiped the game and attempted a reinstallation (fully cleared all contents off the device), rebooted, etc.

Since you can't load into the game, the ingame contact means will be off the table here. You could for instance try via email, or otherwise.
In your support ticket, make sure that you cover everything that you've attempted thus far, share the amount of free space that you have, the device (make / model), OS version, when the problem started, and so on.
If you've not already done so, please also check for any device updates {OTA from the carrier} with hopes that you're not already on the latest version. Since sometimes platform updates help.

You can also try moving some of your photos or other files to Cloud Storage {or external media}, yet I don't know if you'd get past whatever check is being tripped in the update process.
It'd be a good idea to open a ticket regardless, basically.
All my photos are on my iCloud. 
I really have all the space the game needs. This problem is unnecessary.
