For the dx12 error you could try going to C:\Users[your username]\AppData\Local\Hotta\Saved\Config\WindowsNoEditor, then open the gameusersettings.ini file and add:

No guarnatees it will fix it, but you can try, if it still does not work then remove it after.

clicked "exit" in the menu on the top-right of the launcher (not the X sign, but the "exit" text, look for it)
started up launcher again, it asked me if I want to update it, I confirmed
it updated, closed. Then I started it again, and went into the game with no problems.

As written in their FAQ:

"Please note that if you haven't bound your existing account to your Steam account, registration will be completed automatically upon logging in for the first time. You will be unable to bind your existing account to your Steam account once that happens. If you need to bind an existing account, please complete the binding process before logging in."

So if you don't bind it before launchin the steam version your current account can't be linked anymore. You can follow the steps shown in the first 4 images of the FAQ here.

For those who are having problems with dx12 when opening ToF, just do the following (here it solved): step 1: Go to the start menu, search for "execute", type "%localappdata%" and press enter or click on OK, after that "Hotta\Saved\Config\WindownsNoEditor\ and right click on the file "GameUserSettings.ini" and open it with notepad and paste this: [D3DRHIPreference]
bPreferD3D12InGame=False, after that, file and save at the top of notepad or CTRL+S to save and close the file.

step 2: Then you open the ToF folder (if you don't know where it is, open the launcher as you normally do, at the bottom of the taskbar, you click with the right mouse button on the icon of the open launcher, the same button on top from the application name, properties and in "open file location" and go to the root of the folder that will be something like "Tower of Fantasy" or "ToF Official".

step 3: Open the Launcher folder, right click on "tof_launcher.exe", properties, compatibility, check the box "Run this program in compatibility mode" and choose Windows 7.
Then just go back to the root of the ToF folder again, go to Hotta\Binaries\Win64\ and do the same procedure as the launcher to change the compatibility.

For steam, it's the same procedure, step 1 is already for both.

its much easier for them to have you download the full files than trying to split them so only the changed stuff has to be downloaded

I did the Win7 Compatibility Mode and still the same. Freezes at the logos.
