afaik, hide percentages are first based upon the type of knife you're using; secondly, whatever your survival skill is then might affect which percentage you get (I think). However, as far as I can tell, the percentages are always random - at least falling upon a number between whatever interval you can collect from based on your knife you use.

byeah, I think 99% is the highest you can loot hides at based on the knives I've seen thus far.
